The STA NYCHA Committee recently met with that agency’s Executive Director for Capital Construction, Steven Lovci, to discuss a variety of issues of concern to STA subcontractor members.
The discussion with Mr. Lovci centered on payment and change order issues with specific examples of problems being experienced in this area at several NYCHA project sites. Mr. Lovci promised to explore the specific project payment issues and to report back to the STA accordingly. In addition, Mr. Lovci stated that he would also be taking a look at the delays in payment by construction managers and general contractors on other projects and would report back to the STA on this issue as well.
In addition, Mr. Lovci also discussed with the STA Committee upcoming NYCHA design/build projects and how to team up with general contractors and construction managers who are putting project teams together. He stated that contractors interested in becoming involved in prospective design/build projects could find information on those projects on the NYCHA E-Builder site.
Also discussed was the current status of the NYCHA project labor agreement with the union trades. Mr. Lovci stated that the PLA negotiations with the trades were ongoing and that real progress was being made. No timeframe for the completion of the PLA discussions was available at this time.
Finally, Mr. Lovci agreed to participate in an upcoming seminar/webinar for STA members in the Fall on the agency’s capital program and “how to do business with NYCHA”. STA members should be on the lookout for information regarding that seminar/webinar in the next month or two.
